The Scale Series Rules for 2007/2008 part 1

I.          Rules of Conduct

A.        By entering, you agree to abide by the Western New York Series rules in their entirety. Any attempt to circumvent the WNY rules will incur disqualification or such lesser penalty as these rules prescribe.

B. Violent displays of anger, gross profanity, and/or belligerent verbal or physical abuse of any person will not be tolerated. Only one warning will be given. Further misconduct will result in lap penalties, disqualification, loss of points, or expulsion. C. Repeated complaints about slower cars, poor marshaling, traction, etc. shall be considered poor sportsmanship, and deliberate “nerfing” shall be considered abuse.

C. All competitors will marshal races preceding or following their own (or provide other assistance if physically unable to marshal). Failure to marshal when called will result in lap, prize, or point penalties (competitors may provide a substitute marshal acceptable to the Series Director).

D. Smoking is prohibited in the raceway and the consumption of alcoholic beverages by participants is prohibited during the event.

E. Drivers are responsible for the conduct of their pit crew. Rules violations committed by them will be charged to the driver, as well as to the offending party or parties.

II. General Competition Regulations

A. Officials

1. Series Director: In overall charge of the event. Administers the rules of conduct and acts as final arbiter of disputes over rules governing the competition. The Series Director’s rulings are final.

2. Technical Director: In charge of technical inspections and the interpretation of all technical rules and specifications. The Tech Director may, at his sole discretion, allow new and unapproved parts to be used if, in his opinion, they comply with the spirit and intent of WNY rules and do not provide any performance advantage. The Tech Director may appoint impartial deputies to perform inspections.

3. The officials may inspect any car, component, controller, or accessory at any time and for any reason.

B. Driver Classification

1. Expert

a. Past or current G10, G11, & G12 WNY champions.

b. Racers who have won major events or series conducted by recognized sanctioning bodies,

c. Racers with exceptional ability and technical resources as determined by the WNY officials.

2. Amateur: Everyone else.

C. Class Structure

1. Entry to “Amateur” classes is restricted to those racers identified as amateurs by the WNY officials.

2. Entry to “Expert” classes is restricted to those classified as experts by the WNY officials.

3. Entry to “Open” classes is not restricted.

D. Controller

1. Only resistor types (e.g., Parma Turbo) without adjustable brake or sensitivity may be used in GT-2.

2. Electronic types with adjustable brake/choke/sensitivity may be used in all other classes.

3. May not increase voltage at the track braid beyond that provided by the track’s power system.

4. May not supply power to the track before or after track power is shut off.

5. All relays and devices must be operated by track power only.

E. Technical Inspection

1. Each car must be inspected and approved for compliance with general and class rules.

2. Any infraction(s) found must be corrected and approved before the car may be raced.

3. Cars that have passed technical inspection are impounded until gridded for their race.

F. Track Condition

1. The track will be cleaned and prepared for the event.

2. The officials will take reasonable steps to provide a fair track condition, but it is obviously impossible to make it perfect for all competitors at all times. Any condition thought to be unfair must be brought to the attention of officials for possible correction.

3. Anyone other than an official (acting as such) who alters the track condition will incur lap penalties or disqualification at the discretion of the Series Director.

G. Racing Formats

1. 1 - 8 entries: An 8-heat final only.

2. 9 - 11: A round robin final only.

3. 12 - 22: 2 semis (max. of 11 entrants) and 8-heat final. Top 4 in each semi shall advance.

4. 23 - 33: 3 semis (max. of 11 entrants) and 8-heat final. Top 2 in each semi and the two highest lap totals among all other participants shall advance.

5. The GT-12 final is 3 minutes per lane, 2 minutes between lanes. All other racing is 2 minutes per lane, 2 minutes between lanes. Semi & lane assignments will be made at random by the Series Director.

6. Lane rotation: red, green, blue, purple, black, yellow, orange, and white. In round robins, racers sit out after white and rejoin the race on red.

7. Cars entering a sit-out (or completing 8 lanes before the official finish) must remain where they stop until the Series Director makes official note of their position. Failure to do so will result in the loss of any distance beyond the number of laps recorded.

H. Black Flag

1. The Series Director may order a car off the track for the following:

a) Dragging on the track.

b) Interfering with competition by failing to maintain a competitive pace or repeatedly de-slotting due to mechanical problems.

2. A black-flagged car may be repaired or withdrawn. It may be black-flagged again if the car is returned to the track with the problem uncorrected.

3. After imposing both a warning and lap penalty, the Series Director may order a competitor off the track for violating the rules of conduct (e.g., deliberate aggressive driving).

4. Any racer failing to heed a black flag order will be penalized 10 laps per refusal.

I. Track Calls

1. The Series Director may turn off the track power for any of the following:

a) De-slotted car out of a marshal’s reach.

b) A Rider (car under power on the wrong lane).

c) Braid up or debris in a slot.

d) Physical injury to any participant (including spectators).

e) Isolated loss of power or brake on any lane or lanes.

f) Lap counter failure.

g) Black flag incident.

2. Repairs to cars already off the track may continue during the track call.

J. Lap Counter

1. Is considered to be correct until PROVEN otherwise.

2. The Series Director may correct errors as needed (such as a rider crossing the lap counter).

3. In the event of a complete failure, the Series Director may assign persons to manually count laps, restart the heat, or restart the race

K. Lane Changes

1. If a car is removed from the track at the end of a heat, its stopping position must be marked. A card or other lightweight object bearing the identity of the entrant should be used for this purpose.

2. Returning a car to the track in an advanced or otherwise advantageous position will incur a 1-lap penalty. A second infraction will incur a 5-lap penalty. A third infraction will result in disqualification. This is a conduct violation and is cumulative over the entire event.

L. End of Race

1. Cars must remain on the track at the end of the race until the order of finish is verified. Any car removed from the track before its position is officially recorded shall lose any distance beyond the number of laps recorded.

2. Cars may be impounded for post-race technical inspection at the discretion of the Series Director or Tech Director

M. Protests

1. Entrants may protest the legality of another competitor’s equipment.

2. A brief written statement naming the entrant and the item protested (e.g., motor, can, armature, width, clearance, body, etc.) must be filed with the Series Director, Tech Director, or other designated official.

3. The protest must be received prior to the protested car’s release from post-race technical inspection.

4. If a protest is made against a car during on-track competition, the race will be suspended until the protested component(s) can be marked by the Tech Director, or other designated official for later identification. The marked component must be present for the normal post-race inspection.

5. The Tech Director or his designated representative shall inspect the protested component(s). If the protest is against a motor, that motor will be disassembled, can and magnets checked for dimensions, armature checked for resistance, inductance, stack length and (if necessary) the number of turns and gauge of wire measured. The officials must make every effort to determine legality before resorting to the physical destruction of any component(s). WNY officials are the sole judges of the criteria by which the legality of a protested component shall be determined and the lengths to which they will pursue the protest. That decision is final.

6. If the protest is upheld, the illegal entry will be disqualified and the driver thereof will be expelled or incur such lesser penalty as the officials may determine.

III. Western New York Series Equipment Approval

A. The WNY Series has NO formal submission or approval deadlines. The Technical Director(s) will consider parts for approval as they become available (as set out below) and announce any such approvals via emails, posted notices in member raceways, and/or announcements at WNY races.

B. All parts must be produced in quantity by major slot racing equipment manufacturers.

C. Only parts available through WNY member raceways may be approved.

D. All parts must be available from established slot racing parts distributors unless the manufacturer does not utilize distributors in the marketing of its product (e.g., Best o’ the West). In such cases, the part must be available within a 14-day period via direct order as verified by WNY officials.

E. The Technical Director may, at his discretion (and on a case-by-case basis), allow unapproved equipment to be used if, in his sole opinion, the part or parts comply with the spirit and intent of the WNY rules, and offer no significant performance advantage.

F. Out-of-production parts may be used for a minimum of 3 years following the termination of production and possibly longer if the part is still readily available (as determined by the Technical Director).

APPROVAL BY OTHER SANCTIONING BODIES SHALL NOT AFFECT WNY APPROVAL IN ANY MANNER.

We're going to ease our way into this with an introductory event on October 20th, 2007 at PitStop with the goal of getting everyone used to the format and technical rules. After we've gotten over the inevitable start-up screw-ups we'll be off and running at our other regular venues: Fantasy Raceways & Finger Lakes 500 Raceway.

B.  Class Structure
1.   Pro 12
a. Racers who have won major events or series conducted by recognized sanctioning bodies,
b. Racers with exceptional ability and technical resources as determined by the WNY officials.
2.   Expert 12
a. Racers with wing car racing experience at the local level.
b. Racers with above average ability and technical resources as determined by the WNY officials.
3.   Amateur 12

C.  Controller
1. May not increase voltage at the track braid beyond that provided by the track’s power system.
2. May not supply power to the track before or after track power is shut off.
3. All relays and devices must be operated by track power only.

D.  Technical Inspection
1. Each car must be inspected and approved for compliance with general and class rules.
2. Any infraction(s) found must be corrected and approved before the car may be raced.
3. Cars that have passed technical inspection are impounded until gridded for their race.

5. The Pro 12 final is 3 minutes per lane, 3 minutes between lanes.  All other racing is 2 minutes per lane, 2 minutes between lanes.
6. Pro 12 qualifying will be in random order, 1 minute, fastest single lap (ties broken by 2nd fastest time, etc.)
7. Pro 12 Semi assignments & lane choices will be made on the basis of qualifying order (quickest first).  Other classes will be assigned lanes by the Series Director via random draw.
8. Lane rotation: red, green, blue, purple, black, yellow, orange, and white.  In round robins, racers sit out after white and rejoin the race on red.
9. Cars entering a sit-out (or completing 8 lanes before the official finish) must remain where they stop until the Series Director makes official note of their position.  Failure to do so will result in the loss of any distance beyond the number of laps recorded.

G.  Black Flag

H.  Track Calls
1. The Series Director may turn off the track power for any of the following:
a. De-slotted car out of a marshal’s reach.
b. A Rider (car under power on the wrong lane).
c. Braid up or debris in a slot.
d. Physical injury to any participant (including spectators).
e. Isolated loss of power or brake on any lane or lanes.
f. Lap counter failure.
g. Black flag incident.
2. Repairs to cars already off the track may continue during the track call.

I.  Lap Counter
1. Is considered to be correct until PROVEN otherwise.
2. The Series Director may correct errors as needed (such as a rider crossing the lap counter).
3. In the event of a complete failure, the Series Director may assign persons to manually count laps, restart the heat, or restart the race

K.  End of Race
1. Cars must remain on the track at the end of the race until the order of finish is verified.  Any car removed from the track before its position is officially recorded shall lose any distance beyond the number of laps recorded.
2. Cars may be impounded for post-race technical inspection at the discretion of the Series Director or Tech Director

L.  Protests

The Technical Director(s) will consider parts for approval as they become available (as set out below) and announce any such approvals via emails, posted notices in member raceways, and announcements at WNY races.
